MORENO REYES REMAINED SECRETARY-GENERAL OF CNE WHILE DEMOCRACY WAS SEVERELY UNDERMINED AND THE INDEPENDENT ROLE OF THE CNE WITHIN THE ELECTORAL PROCESS WAS COMPROMISED.
