Il a réalisé un film de propagande en faveur de l’annexion illégale de la Crimée et de Sébastopol, dans lequel il a dépeint la domination ukrainienne avant l’annexion illégale comme étant chaotique et anarchique. Dans ses films, il a présenté l’Ukraine comme un axe de néonazisme, de fascisme, de nationalisme et de sentiment anti-russe. Il a exagéré le rôle des organisations d’extrême-droite en Ukraine. Il a accusé l’Ukraine de mener des politiques discriminatoires à l’encontre de la culture et de la langue russes en son sein. Il a sapé la crédibilité et la légitimité des autorités ukrainiennes en suggérant qu’Euromaïdan était un coup d’état d’inspiration étrangère, et que le gouvernement ukrainien était sous la coupe des États-Unis d’Amérique. Il est donc responsable de soutenir activement ou de mettre en œuvre des actions ou des politiques compromettant ou menaçant l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine, ainsi que la stabilité et la sécurité en Ukraine.
