Le 2 février 2021, le SAC a été institué pour exercer ces pouvoirs, empêchant le gouvernement démocratiquement élu d’accomplir son mandat. En sa qualité de ministre des transports et des communications, il était responsable de la communication et des réseaux et, à ce titre, il a pris des décisions et mis en œuvre des politiques définissant la liberté d’accès aux données en ligne. Depuis qu’il a occupé ce rôle, il y a eu beaucoup de coupures et de ralentissements délibérés de l’internet, et ordre a été donné aux fournisseurs d’empêcher l’accès en ligne à Facebook, Twitter et Instagram. En janvier 2022, un nouveau projet de loi sur la cybersécurité a été publié, lequel permet de détourner les technologies de surveillance afin de surveiller et cibler des personnes et, partant, d’entraver leur liberté d’expression et leur accès à l’information. Il est donc directement responsable de la limitation de la liberté de la presse et de l’accès à l’information en ligne, ainsi que de la violation du droit à la vie privée de la population du Myanmar/de la Birmanie. Ce faisant, il a porté atteinte à la démocratie et à l’État de droit au Myanmar/en Birmanie.
