De 2017 à 2021, il a occupé le poste de procureur général dans la province du Khorasan du Nord. En tant qu’ancien procureur de la province de Mazandaran (2006-2017), M. Jafari a recommandé l’imposition de la peine de mort dans le cadre des poursuites qu’il a menées, qui ont ainsi donné lieu à un grand nombre d’exécutions, y compris des exécutions publiques, et à l’imposition de la peine de mort en violation du droit international relatif aux droits de l’homme, y compris comme sanction disproportionnée et excessive. Jafari est également responsable d’arrestations illégales et de violations des droits de prisonniers baha’is, depuis l’arrestation initiale jusqu’au maintien en cellule d’isolement au centre de détention des services de renseignement.
